As DuPont looks to the future, we're exploring a number of options that will provide jobs, as well as preserve the rich environmental and recreational resources at the site.
The DuPont company has a long-standing commitment to communities where our plants are located, working closely with each community to help promote economic stability and the preservation of natural resources. At Oakley, an integral part of that commitment involves maximizing the potential of all site resources, which includes preserving more than 180 acres of natural wetlands along the San Joaquin River.
Dubbed the ‘crown jewel’ of the City of Oakley’s 2002 General Plan for development, the Oakley Site is in a prime location and is a natural for multi-use development that will likely include a mix of industrial, commercial (retail and office), and recreational uses.
DuPont’s market research, the City’s General Plan, and data gathered during years of investigation were used to create a draft Specific Plan for the site that is currently under preliminary review by the City of Oakley. The City will provide opportunities for public review and comment before a final plan is approved and implemented. In addition to 15 acres of retail/commercial property, the draft Specific Plan includes 34 acres of R&D/business park and 77 acres of light industrial development. The plan calls for more than 200 acres of open space that includes wetlands along the San Joaquin River and trails to allow public access. To support new development, the plan also requires a complete upgrade of all site infrastructure, including all utilities and roads.

In 2007, DuPont intends to select a Master Developer who will commit to a multi-phase, long-term redevelopment plan for the entire site. At present, 44 acres along Bridgehead Road (Western Development Area) and another 4 acres near Big Break Marina (Eastern Development Area) have been released by DTSC for unrestricted future use. These areas will become Phase 1 of the overall site redevelopment plan. Another 50 acres adjacent to Phase 1 should become available for redevelopment some time in 2007, based on DuPont investigations that are currently under review by DTSC. Also in 2007, the Master Developer and DuPont will jointly prepare a remediation and construction schedule that will allow new construction in clean parcels while remediation is completed in the remainder of the site. During 2008, DuPont will perform soil remediation operations that should clear remaining areas of the site for future development, pending final review and approval by DTSC.

City of Oakley General Plan
Although the Oakley community dates from the late 1800s, the City of Oakley did not incorporate until July 1999. One of the first tasks undertaken by the young city was to develop a General Plan that provides a blueprint for Oakley’s growth through 2020. The City’s vision is to “be recognized as a model of civic participation and a vibrant delta community where families live, work, play, shop and visit” by the year 2007. In the Economic Development element of the General Plan, the DuPont Oakley site tops the list of properties targeted for economic development (page 5-3).
